EASTHAMPTON — Rent Study Committee hears rent stabilization design options from Minneapolis researcher. The committee heard Dr. Edward Goetz, lead author of the Minneapolis Rent Stabilization Report, present five program design options including rent cap approaches, decontrol provisions, pass-through cost exceptions, housing stock exemptions, and compliance and education frameworks.

Dr. Goetz stated that rent stabilization has shown no adverse impact on new construction rates and disputed research claiming a $300 billion property loss as "poorly done" and "misleading." Listening sessions are scheduled for May 7 at 6 p.m. with tenants and May 19 at 6 p.m. with landlords, with a third session for draft policy review to be scheduled later.
