Charity Funds Committee elects Smith as chair, approves spending policy

Charity Funds Committee · Meeting of March 30, 2026

Easthampton Charity Funds Committee re-elected Carol Smith as chair and approved amended committee guidelines and a four percent spending policy. City Treasurer Brooke Johnson reported that external bank accounts at bankESB were closed March 9, 2026, and their combined balance was donated evenly to the Community Center and Helping Hand Society at $476.31 each rather than consolidated into city accounts. The four funds under committee jurisdiction held combined December 2025 balances of $26,890.61.

The committee voted unanimously to seek City Attorney guidance on whether it could assume jurisdiction over the Patrick Flynn Account, currently administered by the Mayor's office, which exists under the same "worthy poor" mandate.
