Easthampton Board of Health Adopts Nicotine-Free Generation Tobacco Rules
EASTHAMPTON — June 10, 2026 — Easthampton Board of Health unanimously adopts nicotine-free generation tobacco regulations. The board voted 2-0 at its June 10 remote meeting to approve a seven-part tobacco regulation package that will permanently bar sales of tobacco and nicotine products to anyone born on or after January 1, 2006, with the restriction taking effect January 1, 2027. Most other provisions — including restricting nicotine pouch sales to adult-only retailers and increasing required distances between tobacco establishments and schools from 500 to 1,000 feet — take effect September 10, 2026. Northampton Health Commissioner Meredith O'Leary testified in support, calling the policy "upstream good public health," while Heather Warner of the Collaborative for Educational Services cited 2025 survey data showing nicotine pouch use among Easthampton 12th graders had climbed to 9 percent. Easthampton High School graduates Aiden Favorit and Oliver Oporowski presented a legal analysis of the Massachusetts Supreme Judicial Court's Six Brothers v. Town of Brookline decision upholding a comparable Brookline bylaw, though Oporowski personally argued the local ban would not stop residents from purchasing products in neighboring communities. The board also voted unanimously to require a mandatory regulatory review within five years of implementation.
